Contract Title: Audit of the financial statements of the Project - Improving Preparedness for the COVID-19 outbreak in the Republic of Armenia: detection and response to coronavirus threat.

The Republic of Armenia (RA) has received a Grant financing in amount of US$3,000,000.00 (Three million US dollars) from the Eurasian Fund for Stabilization and Development (hereinafter referred to as the “EFSD”) toward the cost of the Project “Improving preparedness for COVID-19 outbreak in the Republic of Armenia: detection and response to coronavirus threat” and intends to apply part of the proceeds for consulting services: Audit of the financial statements of the Project - Improving Preparedness for the COVID-19 outbreak in the Republic of Armenia: detection and response to coronavirus threat, EFSD/COVID/LCS/D-C/003-23/1.
The consulting services (“the Services”) include: the audit of the Project's Financial Statements for the period from January 17, 2022 to December 31, 2023. More details on the Services are provided in the attached Terms of Reference. The contract for consulting services is expected to start in March of 2023.
The “Heath Project Implementation Unit” State Agency (“Client”) now invites eligible audit firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) firm`s general experience (min 5-years of audit experience in government (public) sector. Government (public) sector audit experience refers not only to the auditing of government entities, but also to government-funded projects);
(ii) firm`s experience in the field of the assignment (min 3 completed assignments of a similar nature and scope/volume financed by IFIs in the last 5 years);
The qualification information should provide the following information: a brief description of the firm’s organization and capabilities (CVs are not required), an outline of recent experience on assignments of a similar nature. For each assignment, the outline should indicate, inter alia, duration of the assignment, contract amount, and firm’s involvement.
A Consultant will be selected in accordance with the “Least-Coast Selection” (LCS) method set out in the Procurement Policy for Projects Financed by the EFSD (last update in November 2018) and the Procurement Procedures for Projects Financed by the EFSD Funds (last update in November 2018) posted on the website of the Eurasian Development Bank managing the EFSD resources and on the website of the EFSD
