Project Name: “Enhancing the Quality of Financial Reporting of Public Sector Organizations of the Republic of Armenia”
The Republic of Armenia (hereinafter referred to as the “Recipient”) has received Grant financing from the Eurasian Fund for Stabilization and Development (EFSD) toward the cost of the Project “Enhancing the Quality of Financial Reporting of Public Sector Organizations of the Republic of Armenia” (hereinafter referred to as the “Project”) and intends to apply part of the proceeds of the above Grant toward payments for goods, works, information systems, related services and consulting services to be procured under the Project.
The Project will include the following components:
COMPONENT 1: Development of the Public Sector Accounting Module of the Government Financial Management Information Systems
This component provides for procurement under the assignment of - “Design, development and deployment of the Government Financial Management Information Systems (GFMIS)”.
The procurement will be conducted through Two-Stage Request for Proposals, after Initial Selection (Standard Procurement Document EFSD, stipulated Request for Proposals Information Systems – Design, Supply and Installation), Agreed Procedures.
COMPONENT 2: Project Management
This component provides for procurement under the assignment of - Financial Audit of the Project”.
The procurement will be conducted through method - “Least-Cost Selection” (LCS).
Procurement of contracts financed under the Grant will be conducted as specified in the Procurement Policy for projects financed by the EFSD (last updated on November 2018) and the Procurement Procedures for projects financed by the EFSD (last updated on November 2018) posted on the website of the Eurasian Development Bank managing the EFSD resources (https://efsd.org/en/purchases/).
Specific Procurement Notices (SPN) for International Competitive Bidding (ICB) procedures, as also the Request for Proposals Information Systems (RFP) and Request for Expressions of Interest (REOI) to bid will be announced on website https://www.dgmarket.com (dgMarket, Tenders Worldwide), as well as on the official websites of the Eurasian Development Bank managing the EFSD resources and the Recipient (Procurement System: https://gnumner.minfin.am/en/) and https://minfin.am/en/ through the “Project Implementation Group” under the Ministry of Finance of the Republic of Armenia (hereinafter referred to as the “PIG” MoF RA).
The Suppliers and/or Contractors willing to be included in the mailing list for Specific Procurement Notices (SPN) under the ICB procedures and Consultants seeking to receive Requests for Expressions of Interest to bid for consulting service contracts, as well as those willing to obtain further information, may contact the address given below.
