Project name: “Development of an automated information system for categorization of taxpayers ‘Taxpayer Rating’ and module of digital profile of a taxpayer in the Kyrgyz Republic”

The Kyrgyz Republic has received Grant financing in the amount of US$ 1 450 000 (one million four hundred and fifty thousand) from the Eurasian Fund for Stabilization and Development (EFSD) toward the cost of the Project “Development of an automated information system for categorization of taxpayers ‘Taxpayer Rating’ and module of digital profile of a taxpayer in the Kyrgyz Republic” (hereinafter referred to as the Project) and intends to apply part of the proceeds of the above Grant toward payments for consulting services to be procured under the Project.

The project will include the following components:

1. Component 1: Development of analytical platform and modules for integration with data sources

Within the framework of automation and digital transformation of tax procedures of the Kyrgyz Republic, a transactional tool was formed to “collect” information on taxpayers from disparate databases of the Tax Service - ISNAK. The system has a significant disadvantage - ISNAK accumulates poorly comparable information on taxpayers from different sources, which allows us to say that the implementation of the Project activities is impossible without preliminary work with the initial data on taxpayers - it is necessary to analyse the available information, develop an analytical platform and database integration modules.

Component 2. Development of methodology and module “taxpayer profile”

At the moment, employees of the Tax Service are forced to use data from disparate systems in their work, to apply to related specialists for information about taxpayers. It is assumed that the creation of a tool that accumulates data on taxpayers will improve the efficiency of the work of employees of the State Tax Service of the Kyrgyz Republic: it will be possible to promptly obtain information about the taxpayer, identify possible violations and respond to appeals of citizens.

The “taxpayer profile” module will be formed for both individuals and legal entities.

Component 3. Development of methodology and automated information system for categorization of taxpayers “taxpayer rating”

The system “taxpayer rating” is a tool for categorization of taxpayers depending on their fulfilment of tax payment obligations and other criteria. The tool will categorize taxpayers into four groups: “green”, “yellow”, “red” and “grey” (the last one - for those who failed to assign a rating).

Component 4. Project Management

The component will ensure the functioning of the PIU and audit the expenditures of the Project.

Within the framework of the Project, one procurement for the selection of consulting services will be carried out, which includes the implementation of all above components.

Procurement of contracts financed under the Grant will be conducted as specified in the Procurement Policy for projects financed by the EFSD (last updated on November 21, 2018) and the Procurement Procedures for projects financed by the EFSD (last updated on November 21, 2018) posted on the website of the Eurasian Development Bank managing the EFSD resources.
