Unit 1 at Kyrgyzstan’s Toktogul HPP is commissioned after upgrade

Unit 1 was officially commissioned at the Toktogul hydropower plant (HPP). The upgrade has increased the plant’s installed capacity by 60 MW.

The Toktogul HPP, the largest hydropower plant on the Naryn River, is located in the Jalal-Abad Region. Rehabilitation of Unit 1 began in March 2024. Prior to this, Units 3 and 4 were upgraded. Unit 2 is scheduled for rehabilitation in the near future. The Toktogul HPP operates with a total of four generation units.

The modernization of each unit increases its capacity by 60 MW. Upon project completion, the total capacity of the Toktogul HPP will increase to 1,440 MW, and its operational lifetime will be extended by 30 years.

The rehabilitation of the Toktogul HPP (Phase 2) is financed by the Asian Development Bank (US $110 million) and the Eurasian Fund for Stabilization and Development (EFSD; US $100 million).

The Kyrgyz Republic is a founding member of the Eurasian Fund for Stabilization and Development. The EFSD’s portfolio of completed and ongoing projects in the country exceeds US $700 million, encompassing initiatives in healthcare, energy, road construction, water supply, and other sectors.

Unit 1 was commissioned at the Toktogul HPP on November 19, 2024. The commissioning ceremony was attended by Taalaibek Ibraev, Minister of Energy of the Kyrgyz Republic.

The Eurasian Fund for Stabilization and Development (EFSD) is a regional financing arrangement totaling over US $9 billion, established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, and the Republic of Tajikistan. The EFSD aims to promote economic and financial stability in its member states and support their sustainable development.
