The EFSD received a grant application from Kyrgyzstan for purchasing more than 100 ambulances

Bishkek, 6 May 2024. In order to implement the national strategy “Healthy People — Prosperous Country” running until 2030, the Kyrgyz Republic submitted to the Eurasian Fund for Stabilization and Development (EFSD) a grant application to purchase more than 100 ambulance vehicles.

It is planned that, following the review, the Fund will allocate US $3 million on a non-repayable and non-reimbursable basis for this purpose. This potential project was discussed among other topical issues during the EFSD mission to Bishkek.

Previously, in 2021, the Fund already provided a US $3 million grant for purchasing medical transport. Under this grant, the Kyrgyz state health care facilities received 47 ambulance vehicles, 58 patient transport vehicles and 2 disinfection units.

What is more, in 2018, the EFSD launched a grant programme for disease prevention in rural and hard-to-reach areas called “Caravan of Health” in the country, and allocated US $1.8 million. Thanks to mobile medical units (road trains) that were purchased within this project, more than 20,000 people have received high-tech medical care to this date. Currently, the road trains operate under the I.K. Akhumbaev Kyrgyz State Medical Academy and the Osh State University.

In order to discuss the implementation of this project, the EFSD mission participants held meetings with the heads of the above-mentioned higher education institutions. Today, the “Caravan of Health” helps to carry out scientific activities involving postgraduates and university professors, in addition to its main objective of providing medical services to the population.

The EFSD staff also held meetings with representatives of the Ministry of Finance of the Kyrgyz Republic, the Ministry of Health of the Kyrgyz Republic and the Mandatory Health Insurance Fund. In the course of the negotiations, they discussed the effectiveness of the implemented projects and clarified the preparation steps for the new ones.

The Kyrgyz Republic is a founding state of the EFSD. Since its inception, the Fund has allocated over US $660 million in funding for the country’s development. The projects include rehabilitation of the Bishkek-Osh road, Toktogul HPP rehabilitation, commissioning of the second hydro generation unit of Kambarata HPP-2, donation of more than 100 ambulances, improvement of water supply and sanitation in rural areas of the Osh region, grant programme for disease prevention in rural and hard-to-reach areas “Caravan of Health”, financing of agricultural machinery supplies, stabilisation financing and reforms support.

The EFSD grant programmes, among other things, aim to ensure equitable access to social infrastructure and services, which is an important pillar of stability. To date, the Fund has allocated more than US $16 million in non-refundable grants to member states.

The Eurasian Fund for Stabilization and Development (EFSD) is a regional financial arrangement totalling US $9 billion, established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, and the Republic of Tajikistan. The EFSD aims to promote economic and financial stability in its member states and support their sustainable development.
