23 April 2024

Dushanbe, 23 April 2024. The Eurasian Fund for Stabilization and Development (EFSD) conducted a workshop in Dushanbe on procurement and financial management rules and procedures for projects financed by the Fund. The event brought together representatives from the Agency for Innovations and Digital Projects under the President of Tajikistan, the Ministry of Finance, and the AIDS Infoshare Foundation for Prevention and Control of HIV and Other Infectious Diseases.

Procurement for EFSD-financed projects follows the Fund’s standards, which fully align with international best practices. This ensures the efficient use of allocated funds, which is especially important for EFSD projects, typically involving the acquisition of complex infrastructure elements, advanced consulting services, large equipment, knowledge-intensive information technology, and essential consumables.

The workshop was attended by members of project implementation units (PIUs) established by the Government of Tajikistan, who are responsible for their work. Upcoming projects include Enhancing Institutional Capacity for the Development of Digital Public Services, Expanding the Implementation of Program Budgeting Principles, and Enhancing the Immunity Threshold among Children and Adults.

Tajikistan is a founding state of the EFSD. Since its inception, the Fund has allocated approximately US $240 million in funding for the country’s development. Projects have included the rehabilitation of the Nurek HPP, the modernization of irrigation systems, the Health Caravan program for disease prevention in hard-to-reach areas, budgetary support during the COVID-19 pandemic, as well as support for social expenditures and socioeconomic reforms.

The Eurasian Fund for Stabilization and Development (EFSD) is a regional financial arrangement totalling US $9 billion, established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, and the Republic of Tajikistan. The EFSD aims to promote economic and financial stability in its member states and support their sustainable development.
