EFSD Holds Inception Workshop for MAPS Assessment of Kazakhstan's Public Procurement System

Astana, July 9, 2026 — The Eurasian Fund for Stabilization and Development (EFSD, the Fund) has held an inception workshop marking the launch of an assessment of the public procurement system of the Republic of Kazakhstan under the international Methodology for Assessing Procurement Systems (MAPS). The assessment is being conducted at the request of the Ministry of Finance of the Republic of Kazakhstan with financial support from the Fund and the involvement of both international and national consultants.

The event brought together officials from the Ministry of Finance of the Republic of Kazakhstan, government agencies, the Asian Development Bank, the World Bank, and the expert community.

Opening the workshop, officials from the Ministry of Finance noted that Kazakhstan last underwent a MAPS assessment in 2019. Since then, the country has implemented significant changes to its public procurement sector, including improvements to legislation, the introduction of digital solutions, and the development of modern approaches to procurement management. The new assessment will provide an objective evaluation of the progress achieved and help identify further directions for the system's development.

During the workshop, participants were introduced to the MAPS methodology, an internationally recognized, comprehensive tool for assessing public procurement systems that identifies strengths and existing challenges and generates practical recommendations for further improving procurement systems.

The assessment of Kazakhstan's public procurement system will be carried out in 2026–2027. Its findings are expected to serve as an analysis-driven foundation for the continued development of the country's national procurement system, supporting the identification of priority reform areas, greater transparency and competitiveness in procurement procedures, and more effective use of public resources.
