EFSD and WHO Sign Memorandum of Understanding

The Eurasian Fund for Stabilization and Development (EFSD, the Fund) and the World Health Organization Regional Office for Europe (WHO/Europe), have signed a Memorandum of Understanding aimed at advancing cooperation in the strengthening of health systems and improving the well-being of populations across member states.

The Memorandum establishes a framework for collaboration between the two organizations and sets out the principal areas of joint engagement. These include, among others, raising awareness of the importance of health initiatives. Particular attention will be focused on capacity building for government bodies and healthcare professionals, encompassing the planning and delivery of medical services, as well as the development of policy recommendations and health-related legislation.

The parties also intend to pursue cooperation in the areas of knowledge exchange, data and analysis sharing, joint research, and the preparation of publications. The partnership further provides for the organization of joint events, expert consultations, and the development of collaborative initiatives and technical assistance programs.

The cooperation between the EFSD and WHO is expected to enhance the effectiveness of ongoing initiatives and support the long-term socio-economic development of the region. Already in 2025, a comprehensive program to strengthen maternal and child health was launched with the financial support of the Fund and the technical expertise of both the WHO Country Office in Kazakhstan and the Ministry of Healthcare of the Republic of Kazakhstan. This initiative is focused on improving the quality of maternal and child healthcare services, upgrading the professional skills of medical personnel, and introducing international standards for breastfeeding support.
