Notification of an open tender to select a consultant for monitoring the implementation of the project "Construction of the North-South Road Corridor (Phase 4)" in the Republic of Armenia

The Eurasian Fund for Stabilization and Development (EFSD, Fund, Organizer), an $8.513 billion regional financial mechanism, was established in 2009 by Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan to overcome the negative effects of the crisis, ensure long-term sustainability, and promote the integration of the economies of the Fund's member states. The EFSD provides the following assistance to the Fund's member countries: (1) financial loans to governments to support budgets and/or balance of payments; (2) investment loans; and (3) grants to finance government social programs.

To address the ambitious goal of modernizing infrastructure in the energy, transport, agriculture and water sectors, including the construction and upgrading of transport infrastructure, the EFSD currently manages a portfolio of investment projects worth more than USD 500 million. The financing of investment projects contributes to the implementation of the strategic objective "Supporting the modernization of basic infrastructure" as well as to other objectives and targets set in the EFSD Mid-Term Strategy 2022-2006: contributing to the maintenance of macroeconomic and financial stability, supporting structural and institutional transformation and contributing to the development of social sectors.

EFSD has extensive experience and established long-term cooperation with the Government of the Republic of Armenia in the implementation of road projects. Since 2015, the project "Construction of the North-South Road Corridor (Phase 4)" has been implemented in the Republic of Armenia (hereinafter - the Project) for a total amount of over USD 350 million.

The Project is in the active phase of implementation: the design documentation for construction has been completed, activities under the Land Acquisition and Resettlement Plan (LARP) are underway, a design and supervision consultant has been appointed, and the procedures for selecting a contractor and a construction supervision consultant are in the final stage.

The Road Department Fund (RDF) under the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia is entrusted with the responsibility of ensuring the implementation and day-to-day organization of the Project activities. In accordance with the established rules and procedures, the EFSD shall provide the necessary support to the RDF in the implementation and monitoring of the Project activities at all stages.

In view of the above, the subject of the tender for the selection of an external consultant (Consultant) is to provide engineering and technical assistance to EFSD to monitor the implementation of the Project in the Republic of Armenia until June 30, 2024, with the possibility of further annual extension based on the results of the work.

The procedure for submitting the reporting documents and the terms of payment are specified in the tender documents.

The Organizer has the right to cancel the tender within the period until the winner of the tender is notified.

The contract with the tender winner shall be concluded within 45 days from the date of its notification.

Detailed conditions of the tender are specified in the tender documents.

The documents received from the tenderers will not be returned.

The deadline for submitting bids is from 10-00 (Moscow time) on October 25, 2023 to 10-00 (Moscow time) on November 30, 2023.

Applications shall be submitted in the Russian language, in sealed envelopes and shall be clearly marked on the sending of documents to the Competition.

No bids received by the Organizer later than 10-00 (Moscow time) on November 30, 2023 will be allowed to participate in the competition.

Additional information on the terms and conditions of the Competition may be obtained from an authorized employee of the Organizer on working days established by the laws of the Russian Federation, from 10-00 to 13-00 Moscow time, starting from October 25, 2023 and ending on November 29, 2023, by sending a corresponding request to his e-mail address.
