The EFSD and Tajikistan launch a project to expand program budgeting

Dushanbe, 18 April 2024. Contributing to Tajikistan’s national development goals by enhancing the alignment of strategic plans and medium-term budgets through improved program budgeting is the objective of a grant project initiated by the Eurasian Fund for Stabilization and Development (EFSD), which completed its mission in Dushanbe.

Program budgeting makes it possible to clearly link expenditures and outputs under government programs that are developed based on strategic objectives.

The technical assistance project, titled “Expanding the Implementation of Program Budgeting Principles in Tajikistan,” for which the EFSD has planned to allocate a US $1.6 million grant includes several components. Among these, it will finance the development of a regulatory framework tailored to government interests and a system of non-financial indicators to expand and improve the implementation of program budgeting. It will also provide training to employees of ministries and agencies involved in budget processes.

The project is expected to help better align strategic plans and medium-term budgets, facilitating a transition from estimate-based financing to a program-for-results approach.

During their visit to Dushanbe, EFSD representatives met with the Ministry of Finance and the Ministry of Economic Development and Trade to discuss ongoing approved budget programs and priority actions necessary to expand the implementation of program budgeting in the country and improve its quality. The mission also conducted negotiations with partner development institutions to refine approaches to collaboration in the development of program budgeting in Tajikistan and coordinate joint actions.

Tajikistan is a member state of the EFSD. Since its inception, the Fund has allocated approximately US $240 million in funding for the country’s development. Projects have included the rehabilitation of the Nurek HPP, the modernization of irrigation systems, the Health Caravan program for disease prevention in hard-to-reach areas, budgetary support during the COVID-19 pandemic, as well as support for social expenditures and socioeconomic reforms.

The Eurasian Fund for Stabilization and Development (EFSD) is a regional financial arrangement totalling US $9 billion, established in 2009 by the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, and the Republic of Tajikistan. The EFSD aims to promote economic and financial stability in its member states and support their sustainable development.
