EFSD conducts mission to assess Kazakhstan’s public procurement system
The Eurasian Fund for Stabilization and Development (EFSD, the Fund) conducted a mission from 28 September to 2 October 2026 as part of the ongoing assessment of Kazakhstan’s public procurement system under the international Methodology for Assessing Procurement Systems (MAPS).

The assessment is being carried out at the request of the Ministry of Finance of the Republic of Kazakhstan, with financial support from the EFSD and the involvement of international and national consultants.
The assessment is expected to provide an evidence base for further strengthening Kazakhstan’s public procurement system, helping to identify priority areas for reform, enhance the transparency and competitiveness of procurement processes, and support more effective use of public resources.
During the mission, the assessment team met with a broad range of stakeholders, including government institutions and procuring entities, private sector executives and businesses, non-governmental organizations, the judiciary, and international financial institutions. The discussions brought together different perspectives on how the procurement system operates and how its rules are applied at different stages of the procurement cycle.
Particular attention was given to the practical implementation of public procurement rules and procedures. The team discussed the experience of procuring entities and businesses, the application of procurement requirements, market conditions, and the role of civil society and the judiciary. The evidence gathered during the mission will complement the review of the legal and institutional framework, procurement data and digital tools, and will feed into the MAPS assessment report and the team’s findings and recommendations.
