Projects Procurement
The EFSD procurement system was introduced in September 2018 to ensure that the Fund’s financing is used for its intended purposes and that projects are implemented efficiently. It consists of three tiers:
I. The Procurement Policy sets out five key principles: openness (publication of information), reliability (compliance of procedures with the procurement documents), competitiveness (priority given to competitive procurement methods), conformance to project objectives, and accountability (documentation and agreement with EFSD)
II. The Procurement Procedures regulate the stages of procurement planning (including a mandatory procurement strategy), selection of the procurement method, and implementation of the selected method. A separate procurement mechanism may be developed, where the standard procurement methods do not apply, provided that the principles of the Procurement Policy are observed.
III. Standard procurement documents (a set of standard templates) comprises a set of standard document templates included in the procurement documents and forms for proposals to be submitted by the Bidders. As the EFSD standard documents are still under development, the use of documents developed by other international organizations is temporarily permitted.
