                                about conducting a purchase using an open price request method

                                                                                Dear participants!


1. Hereby, the Eurasian Fund for Stabilization and Development (hereinafter referred to as the EFSD Fund), which is an international organization operating on the basis of the Agreement on the Establishment of the Eurasian Fund for Stabilization and Development dated June 9, 2009. (with all changes), invites you to participate in the purchase using the open price request method and submit your proposals for the provision of security services for the Fund's representative office in Moscow, located at 17 Chistoprudny Boulevard, building 1, Boulevard Ring Business Center, Moscow (hereinafter referred to as the Services).


2. A description of the requirements for the Services is set out in the Terms of Reference (Appendix No. 1 to this Notice).


3. Participants in an open price request may be companies that meet the requirements specified in Appendix No. 2 "Mandatory requirements for an open price request participant" to this Notice. Proposals from participants who do not meet the specified requirements are not considered and are not subject to evaluation.


4. Each participant must provide, as part of his proposal,:

1) documents specified in Appendix No. 2 and confirming compliance with mandatory requirements;

2) an application for participation in the request for proposals in the form 3.1. of Appendix No. 4 to the Notification, containing:

· declaration in Form 3.2 of Appendix No. 4 to the Notification;

· a table of the cost of security services according to Form 3.3 of Appendix No. 4 to the Notification;

· other necessary information and documents at the discretion of the participant;


3) information about the services offered, methods and procedures for their provision. The information should include an exhaustive description of the services sufficient to determine the compliance of the services with the requirements of the Terms of Reference and this Notice.;


4) a document confirming the authority of a person to act on behalf of a participant in the procurement — a legal entity (a copy of the decision on the appointment or election of the head, or a power of attorney, or other documents sufficiently confirming the existence of such authority);


5) the completed participant's questionnaire (Appendix No. 3).


Russian Russian translation of the documents must be provided in Russian.

All documents must be printed, signed by an authorized person and stamped by the organization, scanned and provided in PDF format.

Proposals from participants who do not meet the specified requirements are not considered and are not subject to evaluation.


5. Based on the evaluation results, the offer that meets all the requirements and has the lowest cost will be selected.


6. The proposal with all attached documents (signed, scanned in PDF format) must be prepared as a ZIP archive and protected from unauthorized opening with a password. The archive and the password to the archive must be sent to the Foundation at the following separate email addresses:

Proposals of participants sent to the Fund in violation of the requirements of this paragraph of this Notice are not considered and are not subject to evaluation.


7. The Fund has the right to reject, at any stage of the open price request, proposals from participants who have been convicted of collusion, corruption and/or fraud during the open price request.

Start date for accepting offers: 09:00 (Moscow time) 06/17/2026

Deadline for accepting offers: 12:00 p.m. (Moscow time) 06/24/2026


8. The Fund has the right to extend the deadline for submitting proposals at any time, notifying the participants no later than the deadline for accepting proposals.

The proposals of the participants received after the deadline for accepting proposals are not considered and are not subject to evaluation.


9. The Fund has the right to amend this Notice at any time
before the deadline for accepting proposals and, at the same time, extend the deadline for accepting proposals.


10. The Fund has the right to refuse to conduct an open price request at any time. Refusal of an open price request does not give any rights to the participants and does not impose any obligations on the Fund.

12. This Notice of an open price request is not a notice of a tender, does not grant any rights to participants, and does not impose any obligations on the Fund.

· Appendix No. 3 - Participant's questionnaire;
