Assignment Title: Development, testing, installation and creation of a unified state platform “Electronic Labor Exchange” available to employers and job seekers.

Reference No.: EFSD - ELE-CS/2/2023

The Republic of Armenia has received a grant from the Eurasian Fund for Stabilization and Development (EFSD) in the amount of 518,000 USD toward the cost of the “Electronic Labor Exchange” Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • Study of terms of reference (ToR) for the assignment, conducting meetings with the representatives of Project Implementation Group (PIG) and clarification of all questions concerning relevant specifications of the unified state platform “Electronic Labor Exchange” (Platform) and project management process (during the whole project);
  • Creation of the Platform according to the requirements of the ToR, which includes the following services: development of UI/UX (User Interface/User Experience) design, design and development of the Platform database, software development and testing (including alpha, functional, simultaneous multi-user, beta and user acceptance testing) of the Platform, deployment of the Platform in different environment (development, staging, main);
  • Documentation development, which includes development and provision to PIG of the following documents: User manual, Operation manual for the system administrator, Installation manual, Deployment manual, Support manual, Operation manual, Failure management manual;
  • Training of trainers, which includes training of the following groups provided by PIG: Training of Trainers (ToT) of the regional centers of Unified social service, System administrator training and Training for technical staff of PIG.

The overall duration of assignment: 120 days

Date of commencement of services: May 2023

The detailed Terms of Reference (TOR) for the assignment are attached to this Request for Expressions of Interest.

“Nork” Social Services Technology and Awareness Center” Fund, acting as PIG now invites eligible firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide documents and information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualification requirements are:

  • At least 3 years of work experience as a consultant or part of a consortium in the field of software development/programming and business process analysis.
  • Experience in the creation of an information platform in the field of employment or the labor market, which is comparable to the state platform of the Electronic Labor Exchange with the following characteristics:
    • the scope of functionality
    • the operations performed in the scope of the project.
  • Successful implementation of at least 2 contracts in the Republic of Armenia or EAEU and EU countries during last 5 years (2017-2022), which include the design, development, testing and implementation of information systems similar to the above characteristics. An experience of automated data collection from various sources (internal and external), that includes the processing, storage and management of reports, will be considered as a similar experience if it has comparable data volume and structure, scale and security measures.

The shortlisting criteria are:

  • General qualifications and experience in the field of software development/programming and business process analysis (with a maximum score of 40 points);
  • Specific qualifications and experience in design, development, testing and implementation of information systems and platforms in governmental sector (with a maximum score of 60 points).

Key Experts will not be evaluated at the shortlisting stage.

A Consultant will be selected in accordance with the Selection based on Quality and Cost based Selection method set out in the Procurement Policy for Projects Financed by the EFSD (last update in November 2018) and the Procurement Procedures for Projects Financed by the EFSD Funds (last update in November 2018) posted on the website of the EFSD (https://efsd.org/en/about/documents/policies_and_procedures/ ).

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
