The Eurasian Development Bank (EDB, Organizer) as the manager of the funds of the Eurasian Fund for Stabilization and Development announces an open one-stage competition for the selection of a consultant (hereinafter referred to as the Competition) to select a consultant to conduct a detailed examination of the feasibility study for the project "Rehabilitation of the Aral-Suusamyr Highway" (hereinafter referred to as the Project).
The Project is one of the components of a large-scale Program for the development of the backbone network of national and regional roads in the Kyrgyz Republic. It will support the reconstruction of the only connecting section of the road with a length of 79.6 km between the Bishkek-Osh transport corridor (580 km) and the North-South transport corridor under construction (433 km). After the reconstruction of this connection section, the technical category of the road will increase from IV - V to III, and in the future - to II.
Interested Consultants must be registered as a legal entity in line with the legislation of the country of their location , and should have the required qualifications and relevant experience to perform the Services in development / examination of a feasibility study and design documentation for road construction projects.
The Project focuses on the following components:
Component 1. Reconstruction of the highway
This component will finance construction works for the highway reconstruction and consulting services (supervision of construction, preparation of design estimates (DED) and tender documents), including contingencies.
Component 2. Project Management.
Under this Component, it is required: to support the daily coordination of the Project implementation, including financial management, procurement, accounting, disbursement arrangements; monitoring and evaluation of Project performance; interaction with the Project beneficiaries; preparation and provision of financial and other reporting documents on the Project; involvement of external auditors; implementation of applicable policies and procedures of the Project.
The following additional components needs to be included in the Project:
Component 3. Institutional Pillar.
Assisting the Kyrgyz Republic in developing a strategy and budgeting to support the constructed connection section of the road.
Component 4. Maintenance and current repair of the highway.
The term for the fulfillment of obligations under the Contract shall not exceed 5 months from the date of its signing.
The requirements of the reporting documentation and terms of payment are set in the tender documentation.
The Organizer has the right to refuse to hold the tender until the notification of the winner of the competition.
The contract with the winner of the tender is concluded within 30 days after the notification.

The documentation received from the interested participants of the tender will not be returned.

The deadline for submitting applications is from 10-00 (Moscow time) September 16, 2022 to 10-00 (Moscow time) November 16, 2022.

Applications need to be submitted in Russian, in sealed envelopes and clearly marked as documents to this tender.
Applications received by the Tender Organizer later than 10-00 (Moscow time) November 16, 2022 are not allowed to participate in the tender.
Additional information on the conditions of the tender can be obtained from an authorized employee of the Organizer on working days established by the legislation of the Russian Federation, from 10-00 to 13-00 Moscow time, starting from September 16, 2022 and ending on November 15, 2022, by sending a corresponding request to his email address.
