Notification of an open tender To select a consultant to conduct a detailed examination of the feasibility study of the project "improvement of water supply and sanitation in rural settlements of the Osh region of the Kyrgyz republic"

Project "Improvement of water supply and sanitation in rural settlements of the Osh region of the Kyrgyz Republic" (hereinafter – Project)
The Ministry of Finance of the Kyrgyz Republic applied for financial support of the Project to the Eurasian Fund for Stabilization and Development (hereinafter – EFSD). Project was requested by the Department of |Construction and Engineering Infrastructure in the State Agency for Architecture, Construction, Housing and Communal Services under the Cabinet of Ministers of the Kyrgyz Republic. The goal of the Project is to improve the quality of life of rural settlements people of the Kara-Sui and Uzgen districts of the Osh region of Kyrgyz Republic through access to safe drinking water sources and water supply and sanitation quality improvement; and to align the regional development levels in Kyrgyz Republic.
As part of the preparation process, the EFSD plans to attract a consultant for detailed examination of the feasibility study of the Project "Improvement of water supply and sanitation in rural settlements of the Osh region of the Kyrgyz Republic" .
The participant of this competition must be registered as a legal entity in accordance with legislation of the country of its location. It is also required to have qualification and experience the area of water supply, wastewater disposal and sanitation, water economy, water resources management, environmental protection.
The Project is planned to consist of the following components:
Component 1.
Construction and installation works of water supply and sanitation infrastructure for the villages of Kara-Sui and Uzgen districts:
- Purchase of equipment: borehole pumps, transformers, electrical equipment;
- Construction and installation works: construction of water intakes, drilling of wells, installation of pumps, construction of reservoirs, conduits and distribution networks and other necessary works for the construction of water supply systems.
Component 2.
Supply of special machinery and equipment for operation and maintenance, laboratory equipment and IT equipment to serving municipal enterprises (hereinafter - ME) "Kara-Suu rayvodokanal" in Kara-Suu district and MP "Uzgen rayvodokanal" of Uzgen district:
- Purchase of special equipment (excavators, trucks-manipulators, welding machines (for metal and polyethylene pipes), etc.) for maintenance of water supply and sanitation systems;
- Purchase of equipment for the implementation of a billing system for accounting for financial resources, installation of consumer accounting equipment and integration of consumption data, aggregation of estimates and the formation of the calculation of charges, for the further issuance of invoices for payment and their delivery for familiarization to consumers in the villages of the districts serving the MP "Kara-Suu rayvodokanal" "and MP" Uzgen rayvodokanal ".
- Modernization of laboratories for the determination of indicators of drinking water SE "Kara-Suu rayvodokanal" and SE "Uzgen rayvodokanal", including the supply of laboratory equipment, instruments, consumables and reagents for:
- a parasite of logical laboratories for the study of drinking water;
- sanitary and bacteriological laboratories for the study of drinking water;
- physical and chemical laboratories.
Component 3.
Strengthening institutional capacity in the field of water supply and sanitation in rural areas of the Kara-Sui and Uzgen districts.
Raising the level of qualifications of employees of SE "Kara-Suu rayvodokanal" and SE "Uzgen rayvodokanal", in particular:
- Training of specialists in information maintenance of the billing system, including the functions of supporting operational information about subscribers, products and services, financial maintenance of the system;
- Conducting of trainings on management and engineering staff on the management of water supply companies;
- Conducting trainings for technical specialists on maintenance of drinking water supply and sanitation systems.
Component 4. Project management, including goals definition and tasks setting, costs calculation and resources mobilization and allocation implementation stages and monitoring Project implementation.
Providing support to the project implementation team in the daily coordination of the Project implementation, including financial management, procurement, accounting, disbursement of funds, monitoring and evaluation of performance, interaction with beneficiaries, formation and provision of financial and other reporting on the Project, involvement of external auditors, implementation requirements of applicable policies and procedures for the Project.
Responsibilities for the implementation of the Project are assigned to the Department of |Construction and Engineering Infrastructure in the State Agency for Architecture, Construction, Housing and Communal Services under the Government of the Kyrgyz Republic.
The contract execution period is four months, starting from the signing date.
Reporting documents and payment terms should comply with the requirements in the tender documents.
The initial and maximum price of the contract is not announced by the Manager.
The Manager has the right to refuse to hold the competition until the notification of the winner of the competition.
The contract with the winner of the tender is concluded within 30 days after his notification.
